Questions & Mysteries Was there anyone who could measure someone's Haki like Blackbeard?

Has there been a moment where a Haki user could tell someone was strong or not without any intimidation involved?

Blackbeard knew Luffy was a pirate and could tell he was strong by just sensing his Haki and that was back then when they were both just having a casual conversation and Luffy didn't know anything about it.

Luffy's opponents who had Haki severely underestimated him tells me they didn't have that Haki Blackbeard has. Right?

You guys try to read too much into One Piece, then wonder why you get disappointed.
BB could "sense" Luffy because it was a way to set up a cool moment.
Rule of cool, as most in One Piece is.
I refuse to believe that. It must be one of BB's hidden Haki powers or a very high level observation Haki?

Also, the part where BB was ready to go all out in the summit war until Shanks came, it looked like he took his time to measure his Haki before making the decision to retreat. Meanwhile, everyone underestimated Luffy and was suprised when he used his conqueror's Haki.

Yeah was a hidden haki power, believe that.

Rayleigh sensed Luffy's & Rusukaina's Animals Power Levels
Capone sensed Neko's Power Level
Hawkins sensed Law's Power Level
Koby sensed Kyros Power Level
Luffy sensed Inurashi's Power Level
WB sensed Oden's Power Level (Happened again with Roger Pirates)
Mihawk most probably did it too with Luffy/Zoro & WB
... etc

Teach never measured Luffy's haki. First because Luffy didn't had haki at time. Second because they were talking Haki like WILL not the power that it became afterwards. Third because he couldn't tell Rayleigh's haki and know he would win against him as Rayleigh said he would.

Rayleigh said in the training arc that haki is present in all living things, but not everyone can use it.
That would make sense. But still it doesn't seem Teach is someone capable of measuring haki since he didn't with Rayleigh to know he would win against him like Rayleigh said.
