As we all know Whitebeard didn't wanna start a war with Kaido due to the deaths such a war would cause
This would be understandable if it wasn't for the fact that Kaido at the time was a growing power that to this day aims for more power.
It doesn't really make sense for Whitebeard to allow the Beast Pirates to grow stronger and Stronger as it would mean that the number of causalities on his size would be worse when they inevitably Clash.
Unless the Beast Pirates are currently the strongest crew, Pre Smiles Beast Pirates should be slightly below the Whitebeard Pirates, so Whitebeard's decision seems like it only gave Kaido time to close the gap.
Overall given Big Mom and Kaido's plans to make their crews stronger with all the alliances and Deals with Caesar Clown etc. Whitebeard seems like a sitting duck who was too confident in his monopoly over the New World and allowed his Rivals to surpass him.
