Vegapunk put lunarian DNA into the Seraphims. Sphinxes are also a strong race, but they are also very stupid. Weevil has a bodytype very similar to Kuma. For the first Pacifista, Vegapunk created Kuma clones. In one he put Sphinx DNA. Weevil has the same forehead and he is strong and stupid. Sphinxes can be domesticated, Weevil does everything that his mother tells him to. He was so dumb that Vegapunk considered it a failure. Somehow Miss Bakkin got his hands on him.

I think Weevil might just be a prototype Seraphim, and they made him a Shichibukai with Bakkin as his handler to give the project public field testing before creating the final models.
One piece of evidence for this imo is that he has a replica of Whitebeard's bisento, similar to the Mihawk copy having a Yoru replica.

He might just be a failed pacifista with WB dna. Perhaps an even earlier version than Kuma. A Dragon Ball reference
