Doflamingo is a prototype Imu. A tyrannical king, that enslaved others. He also eyed the Empty Throne. Another min Imu is Crocodile. Like Imu, Croco wants the Ancient Weapons. In the past, he tried to kidnap Vivi. Imu is doing that now too. Both Crocodiile and Imu rule in secret. Crocodile lead his org as Mister 0, until he revealed himself to his top 5 agents.

Crocodile instructed his agents to take Pluton. They thought it was in Alabasta. Now we know that it is in Wano. Imu will hire the Crossguild and send them to the Land of the Samurai. Crossguild leaders will arrive in Pangea Castle, to meet the secret king. Weevil and Doflamingo will join the guild, so that Crossguild's top 5 agents parallel the top 5 Baroque agents (Doffy will be released from Impeldown).
Mister 1 & Miss Doublefinger/Mihawk & Crocodile

Mister 4 & Miss Merry Christmas/Weevil and Buggy
Mihawk is the strongest, like Mister1, and a blade user. S-Hawk even got Mister 1's DF. Crocodile is Mihawk's partner, they formed Crocodile together. Zoro defeated Mister 1, he will defeat Mihawk. Nami vs Crocodile seems absurd right now, but it would be an epic battle of weather manipulation. She would make it rain. Crocodile would summon sandstorms.
Mister 2 and Doflamingo rely on kicking, and have a similar fashion sense. They use their DF to trick others. Mister 2 does ballet, tango was the dance of Doffy's kingdom. Sanji defeated Mister 2, and he will defeat Doflamingo. They already fought, near Dressrosa. They will just continue that fight.
Mister 4 and Weevil are so much alike, pointing it out makes me feel like Captain Obvious. Big, blond, strong and stupid. Mister 4 got his orders from Miss Merry Christmas, Weevil will be told what to do by the mighty Buggy, even respected by his father Whitebeard... Chopper and Usopp defeated Mister 4 and Miss Merry Christmas. Usopp vs Buggy is a fight that has to happen one day. Chopper is as naive as Weevil, but alot smarter. Their fight looks absurd now, but keep in mind that Chopper is a doctor. An expert in human anatomy. And there must be alot wrong with Weevil's body. He is likely a botched clone. Chopper will use Brainpoint and find the errors.
