Questions & Mysteries Were the Tobi Roppo meant to be the Numbers?

Though the Numbers fit with the Disasters' theme and were jammed after the Tobi Roppo in Queen's role call, it's as if they're a collective of simple minded, giant caveman monsters who serve their perceived alpha male, Kaido. I'm not sure if they're even capable of speech. If the Tobi Roppo indeed come after the Lead Performers, then the Numbers must be a special sect like the samurai. They feel improper as Kaido's other elite henchmen compared to the Tobi Roppo, who are prehistoric creatures like the heavy hitter All Stars.

I now think the Tobi Roppo were planned to be the Numbers, but Oda changed his mind to be "unpredictable." Drake's name nods the number ten, and he beat Scotch before joining the Beasts Pirates, who's name references "Scotch Whist," which is another word for "Catch The Ten." Page One is an obvious reference to the first number and is picked on for being the weakest.

If this theory holds true, then they were clearly not called the "Tobi Roppo," maybe something like "Omodaka Jushu" or just the "Numbers." They'd be four more players who were either scrapped or are or will be repurposed into normal Headliners.
