Gan Fall in Skypiea Arc defined how a Ruler should be & acted on it,
CoC Users = True Kings = Guardians/Protectors,
Rayleigh & Gaban don't need to have Goals, They only need to have the Will & Responsibility to take the Role of a Guardian Deity,
You could say that CoC Users are like World Version of Pell or Chaka or Holy Knights or Gan Fall or Neptune or Wyper or Kyros ... etc
They are Chosen by Fate to Protect, same way Holy Knights were Chosen by Imu to Protect his Rule (Whatever it's based on),
Most CoC Users either Protect Land or Family or Treasure or New Generation ... etc
Rayleigh was basically Introduced as Gatekeeper of Fish-Men Island + Protector of Kuja later on,
Gaban is also Introduced like a Gatekeeper of Elbaph + Loki's Guardian,
Even Chinjao insisted on this Idea & Concept, as He said Garp was "Devil" for Pirates & then Oda showed us a Flashback where Chinjao was a Guardian of his Treasure and was willing to Fight this so-called Devil, so the Idea is that CoC Users = Those who have Greatest "Protective" Will for the sake of what They Value most, even if it means facing The Devil who pretends to be God (Similar to how Six CoC Users Attacked Imu)
