Hmm i do myself a bit difficult by the question:
Does it only include anime and manga? If so, Demonbane, Umineko, Dies Irae, etc. in their anime adaption never reached her fullest potential in comparison to their light novels/visual novels and games. Or does it inlcude also those media and stuff like Webtoons/Manhwa/etc. like Soul Cartel, God of Highschool, Lessa and Co.?
Going by "only feats", also does it mean only showings on panel/visuell, or are descriptions allowed? Additional media to make a less good looking feat more impressive?
Going by manga and anime only i would go with:

- Dragonball Z/GT/Super+Movies(Anime/Manga)
- Saint Seiya (Manga) Classic/Next Dimension/Sho/Episode G/Episode G: Assassins/Episode G Requiem/The Lost Canvas, (Anime): Soul of Gold/Overture/Omega
- Bastard!! (Manga)
- Puella Magi Madoka Magika (Manga/Anime/Movie)
- Tengen Toppa Gurren Lagann (Anime/Movies)
- Sailor Moon (Manga)
- Samurai 8 (Manga)
- OPM (Manga)
- Edens Zero (Manga)
- UQ Holder (Manga)
- etc.
Some verses i mentioned above are casual above planetary level, some of them go beyond the multiversal scale by far. If we talk by hax feats instead of Output, then a few of them are ofc impressive too. I probably forget a lot of verses, where probably some of them are even more powerful, but those are just a few examples
Comparing Saint Seiya Cosmology with Umineko Cosmology is like comparing the smallest sub-atomic level thing with infinite sized multiversed or beyond. Umineko doesn´t look impressive without context, but those witches are able to control entire multiverses, turning them into their toys and also have some really unfair hax.
Saint Seiya meanwhile is a decent verse that is for his own level really powerful, especially if it comes to hax. You wouldn´t see often that in SS planets, stars or universes are getting destroyed, but they don´t have to, due their abilities to ignore conventional durability and directly targeting an opponents atoms, soul or whatever. Their amount of hax would even be a massive problem for beings that are far stronger then themselfs, so it is often a question of who blitzes first. It is one of the more powerful shonen, but against Umineko there is an infinite difference in their potency.
A man of culture it seems. TLC imo has the smoothes art of all Saint Seiya, followed by Episode G series. TLC for me also has the best story and with most the interesting Gold Saints Generation. Leo Regulus is one of my favorites, same with Gemini Aspros.
Imo it is hard to watch due the animation, but if you look for some good feats like Saturn stopping time of the entire universe, or the Saints concentrate an attack that even surpasses the initial expansion of the big bang, then you will find some good things. Still, for me one of the more weaker Saint Seiya stories.
Magi is probably the only exception where a shonen manga actually go into higher dimensional stuff and even shows feats for it and works with some really unfair level of reality warping. I doubt they would be the strongest manga/anime out of all, but they are beyond the entire shonen jump cast by feats and cosmology.
I dunno, there are so many verses outside with interesting cosmologies and powerful entities. To say which is the strongest out of all is impossible.

Can you tell me more about Saint Seiya scaling? How does it compare to Umineko?

You should watch and then read saint seiya lost canvas. It's great and underrated.
Is Saint Seiya Omega any good? I was interested in it a few years back but never watched it
I m not sure but probably magi manga which has multiverse level feats
