What can Nauru (fattest people in the world) do to move their country forward?

Nauru is regarded as the fattest country in the world. This country is both an import/export type country strangely. They mine/export their fossilized bird poop rocks to other countries usually used for fertilizer. The key element being mined is phosphate. They do not grow their own food, they import cheap junk food from America and anywhere else resulting in the population being unable to obtain vegtables and becoming fat. Nauru's second business is importing prisoners for Australia.... these prisoners of nauru appear to be aslyum seekers, refugees, and other classification of disbursed people. Nauru charges Australia to hold these people indefinitely.


How will Nauru move forward as a country? The phosphate mining won't last forever. If they can't grow their own food what will they do when that day comes?
I have no idea about economic and stuff,but how about this:
1-Become a Fiscal paradise.
2-Invest in Tourism.
3-Invest in Fishing.
4-Become a gun heaven like the US.
5-Legalize consumption and trade of marijuanna and other natural drugs(no synthethic drugs).
6-Give dual citizenship to anyone that buys reals state or opens a respectable sized business there.
7-Give free citizenship to any scientist or engineer that moves there.

It wasn't that long ago Nauru was one the richest countries in the world. They were comparable to Qutar. They tried the whole "Become a Fiscal paradise" stunt but america and many other countries got kinda pissed at them. They were very inresponisble with money and that culture extended toward the people. The average citizen used to have money and buy cars for an island you can walk in 5 hours.
