Luffy has manifested both, Sami has manifested fire obviously, and Zoro has manifested lightning. Kaido also had both, while Big Mom is a bit ambiguous due to her powers although certainly she did lightning. Garp had lightning, as did the Gorosei.

Rayleigh seemed to hint at a spectrum for Observation users, saying that Luffy was more sensitive to the emotions of the person he was facing rather than to the facts of the environment. Is there a similar spectrum for armament and conquerors?

Fuck knows. Oda hasn't explained shit. When one's will (haki) is strong enough, this starts affecting the environment. Why fire instead or lightning, I couldn't say for sure. All throughout the series, fire has been linked to passion, romanticism, strong protective emotions. That could be a hint. When one uses his haki to help others, it could manifest as fire; when, instead, one employs haki for strength alone, as in, for conquering means, then it's lightning? It has some sense to it, but, again, Oda isn't in the business of making his world mechanisms clear.

Sanjis flames have nothing to do with haki. It is explained how he produces them by friction.
Maybe it is necessary for him to use haki to shield himself from his own fire, but even that is debatable since his lineage factor is altered.

Haki lightening on the other hand often occurs when two strong hakis meet. Happened for koka as well as coc coating.
Oda had to come up with some sort of visualization of "wow these two attacks are pretty serious" and this is what he went with.
Until he gives an explanation, which I doubt he ever will nor is it necessary, we should simply take it as it is. Visualization of strong attacks.

What sort of silly question is this? Obviously everything is a spectrum. From physical ability to all 3 forms of haki, to luck or to whatever it is you can scale characters by.
