Controversial What characters do you think where the biggest waste?

What character(s) do you think felt like the biggest waste? And completely unnecessary.

With a cast of over 1000 characters there's bound to be characters that add no value to the story but imo there's two characters that stand out among them

Gion and Tokikake

Now who are these two you might be asking

Well they're Vice Admirals that supposedly was in the running for the Admiral spots which makes you think surely they're at least a bit powerful

But you'd never know since the most we've seen them do is half a conversation or two

One of them could of been apart of the egghead raid

Or the Koby Rescue Party

Or they could of been partners with Fujitora and been with him on Dressrosa

Oda didn't have to say they where admiral candidates, but he did as if he wanted us to pay attention to them but they serve no importance or purpose (🤔 is that the same)

Maybe in the future Oda will expand on them more

The worst part is he has a cool design and name.

The zodiac vas are irrelevant. The fact that Oda would shoehorn a bunch of useless vas in Egghead instead of zodiacs should tell you they never be important.

Koza- He's supposed to be the focus character of the rebels. But he doesn't feel any more special than those others. He gets very little story twists that get revealed in front of him, when he finally does know something, he gets taken out of the story for a bit. We see very little of him and vivi interact in the arc and when it happens it's just to remember "yep there was a flashback between the two of them, you've better have seen it". He doesn't even meet any of the crew from back then. He could've easily have been switched with any guy on the soldiers and it wouldn't been different. He's just a glorified random townsperson.
