Well it depends who we are talking about but usually, a ''dictator'' takes power by force unless he is the son/daughter of and even then, since they have access to the best schools etc. they usually become ''strong'' as well.
When a ''dictator'' becomes stupid and falls in ''indulging in lusts'', they lose their power.
It doesn't take away the fact that they ''conquered'' at some point...so conquerors.
What about Kaido ? BM ?
Are they good people ? No
Are they conquerors ? Yes
A conqueror doesn't equal good or bad.
There are many with moustaches though and they are all somewhat conquerors

However Kaido and Big Mom's strengths come from their physical strength and haki, real life dictators' strength come from the people thinking they can not overthrow them and so working for them, real life Kaido would have no power of his one, only the strength of the people of a land that he rules over who think they can not overthrow him if they band together,
Sitting somewhere with others doing the work for you and then being a dictator is not a conqueror, it's worse than toddler behaviour,
