Him even having a bounty comparable to current blackbeard. With teach having even better logia abilities, intelligence, and leadership prior to even becoming a yonko or eating the gura fruit

I believe you've got your answer in the pics you posted.
Crocodile has leadership skills, intelligence and he has a logia df so he took almost 2 billion.
Crocodile is running wild for 2 year in the new world.
In the case of crocodile i want to add that those info help a lot in the debate about Mihawk's and Yonko bounty.
It is clear that a guy like crocodile who has plans to oppose the WG by attacking countries and marines, gathering forces to HELP him achieve his evil actions, will get him an extra amount of bounty. The very same implies to Yonko and this pretty much clarify that Mihawk is a Yonko with no CREW.
As for Mihawk's bounty, it is just strength and it is written and absolute. It does leave nothing to debate actually and we also read that Mihawk have no interest in become a Yonko yet he received a Yonko bounty lol.
Even at his early pirate days HE was hunting marines and because of the marines were afraid of HIM they made him a warlord.

You do realize that for someone to get a bounty they need feats/accomplishments regardless right?

Like if mihawk only got a bounty for how strong he id and nothing else he would have had to done something to prove that

This is false. Defeating BM and Kaido got the captain trio a combined bounty of 9bill. That's more than BM and Kaido's combined.

And even then, Luffy had his bounty reduced by the WG to avoid "Nika" stuff spreading.

So, defeating Kaido is certainly worth more than 3 bill.
