Theory What did Dragon do to become the "Worst criminal"

Dragon was a former marine admiral and has deep knowledge about the many atrocities committed by the World Government. He knows the true forms of the Gorosei and he knows about Imu. He was a friend of Clover, problably knows a lot about the Void Century. He formed the Revolutionary Army and declared war against the World Government. He freed many nations and gained many allies. He intercepts weaponry from black markt and freed many slaves. He is surely as strong as Akainu and is a D. clan member that traveled to the sky islands and is complete aware of the Will of D. He is also the father of Nika and Kuma's best friend.
He is fighting for many years and had several Ws against the World Government. He is also the leader of the Revolutionary Army, an army stronger than a yonko fleet when working at full power.

I think this all make him the worst criminal.

I think that Dragon's flashback will be the best one and I expect to learn about the true extent of his powers soon. He surely is a top tier beast

Dragon was in a high position of the marine, maybe even an Admiral.

My theory is as a former Admiral, he was in position to be some guard of a CD daughter. They fell in love, kept it in secret (specially since he is a D) and they even got Luffy, a child mixed from CD and a D. I guess this combination is something the government is really afraid of, maybe even something required to awake Nikas full potential. Shortly after, their relationship was recognized and both of them should be inprisoned, or even worse. While the CD-Daughter got caught, maybe she even jumped in to buy time, since she knew they wont kill her, Dragon was able to flee with their child. He managed to hide it, together with the son of Roger. The WG may not even recognized an existing child at that point.

But Dragon planed to free the love of his life and declared war on the WG. Now in combination with his knowledge as former admiral, he became the most wanted man.

It will be interesting why Dragon left ?? My guess is he actively disobeyed direct orders from Goroseis and rebelled their action which led to worst Criminal tag .

There is correction Panther . He declared war on WG before Luffy was born . His activity against WG had traction before Luffy was born .

I think it’s probable he was an Admiral who actively disobeyed some important duty that made him actively revolt against the Govt .

I don’t think Luffy has CD blood in Kuma’s fb it was shown he was fighting for rebel armies against govt .
