Kaidou. Scotch told Drake that the island is a favorite of the
Emperor and is under his control. Drake questioned that if he were to attack Scotch, then he would get the attention of Kaidou, in which Scotch replied "yes". With this confirmed, Drake gladly activated his Devil Fruit and began his attack.
