Not sure about cloning but Oda kinda hinted about Tashigi and Kuina being related.

Jump Festa 2008 interview:
Ashley Rochefort: "Why does Tashigi looks like Zolo's old friend Kuina?"
Eiichiro Oda: "Its just a coincidence. There's no backstory like Tashigi turns out to be Kuina's sister or something....[laughs]"

I think this is just a coincidence.If its not,Oda is crazy.
