Actually no imo. Luffy was more shook by imu's haki despite seeing JB's Haki and shanks couldn't overpower old sick WB's haki.

I won't believe that Shanks defeated Loki in a straightforward 1v1 until we see more from him that puts him above the old gen. It's possible, because he descends from the 20 families (same as Imu) and is apparently the “Child of Destiny”, but we don't have enough to go off of as of now. Roger-level power is not enough to defeat Loki. It's quite plausible that Oda goes all in on mid-gen worship, though.

Shanks formed a party. The members consisted of Mihawk, Gorosei using all Ancient Weapons, and Uta. They all ganged on Loki together, finally disabling him.

Joyboy's haki wasn't aggressive or forceful, Imu's was.

Imu's haki couldn't even overpower Brook and a wooden shield
