Honestly, there are four factors that matter to me:
I’d say Oda is good when it comes to emotional weight, and decent at strategy. However, when it comes to creativity and choreography, he’s downright awful. Most Naruto fights rely heavily on strategy and choreography, where every tiny movement from the characters feels important.
Even anime that focus much more on choreography, like Dragon Ball for example, manage to pull it off in an amazing way. In fact, Dragon Ball is one of the best manga in history at doing this. If you’ve never read the Dragon Ball manga and only watched the anime, you might not understand why Toriyama was so highly praised as the creator of Dragon Ball.
The fights in Dragon Ball are so well choreographed in the manga that you can understand what’s happening just by looking at the page. It’s like Toriyama is guiding your eyes exactly where they need to go. And since the fights are basically just Goku trading punches with someone else, the entire story is sort of built around martial arts, which made it a very special manga.
When it comes to choreography, One Piece has basically nothing to say about it. That’s honestly a point that has always bothered me a lot.
