Influence and charisma because you are strong makes you attract allies underlings
Not forgetting being liked to X also boot you a little.

Imho for "balance" reasons like the WG "needed" a new Yonko cuz some pirates were going too crazy......OR he officially took control of a big territory in the NW (maybe Elbaf?) and they started considering him as a new Big Player among pirates.... i mean to have a 4B bounty knowing how "peaceful" Shanks is on average
he should have some kind of big power by his side and Elbaf is apparently a freaking power (his ship is also freaking huge i could see him aving a couple of giants on board)
I mean he can't be a Yonko just bc he is strong since a Yonko is an "emperor" he must have control of some territory and the only important left is Elbaf

It does seem pretty strange that the Shichibukai system existed for around 20 years to counter only 3 Emperors for most of that time. The Gorosei did not tell us the balance was designed for a Sanko that only recently became a Yonko, but it's possible.
There might have been a 4th emperor that was defeated/killed and Shanks was either responsible or merely filled in their place several years after the fact. We do have Silver Axe, Ouchouko, etc. as new big names to play around with.
If Oda is still giving Roger and Garp incredible battles, as if they weren't legendary enough, maybe when Shanks enters the story we'll learn that he earned his 4 billion by taking out an Emperor 6 years ago

Either he beat Shiki (who had a massive fleet) and took his territories or he just eventually gained enough influence after gradually taking bits of other Yonko's territories.
One has to have enough power and influence to become Yonko, WG has little to do with that.
There was an entire year long gap when there were 3 Emperors and Luffy could have potentially become 5th Emperor, if he was powerful enough.

It doesn't need to be an empty space. Luffy could be the official fifth Emperor if he kept fighting without losing to other Emperors and if he beat everyone other than Emperors and protected his islands from them. But 2 Emperors fall so he took a faster route to become one.
1 year ago, there were only 3 Emperors. 3 Emperors system continued for 1 year until Teach become an Emperor in Payback War.
