Just because they dont have an Yonko anymore, doesnt mean they are weak. There are still just a little number of people being able to compete with Katakuri. Katakuri is still incredible powerfull, one of the strongest after all. Additionally they have a good number of strong fighters. Just compare them to WCI, or DR etc. pp.. Totoland will be fine.

They also didnt attack DR, or WCI, or Alabasta... Attacking an strong island comes by a risk. BB crew as a whole is surely stronger than the people on WCI together, but can BB risk to go there with enough people without losing casualties and leave all the rest of his islands without proper defense? I doubt.
