Before wano kuni, everyone was so sure that Moria would play an important role in wano. After all, he stole ryuma's corpse and has a grudge against kaido. But ultimately apart from his brief cameo in the chapters between the acts, he is utterly irrelevant this arc. While he could appear at the end after kaido is defeated, that is a far cry from what most people expected from him.
I think it is very likely that we will see something similar with big mom and elbaf. For the longest time, people have been going on about how big mom would be so important in elbaf, just because she has some ties to the country. But the fact is, big mom is old news. Luffy already bested her once in WCI, destroying much of her territory and army, as well as beating 2 of her commanders and stealing her poneglyph. Luffy is going to "defeat" her again by destroying her alliance with kaido, while Kid and Law are set up to defeat her outright in combat.
Big mom's story will more or less end in wano as the SHs move on to face greater opponents and the story focuses on other top tiers.
Does Linlin have ties to elbaf? yes, but that doesn't mean she needs to be important again. She is no longer an obstacle for Luffy. This is evident by the fact that his weaker rivals are facing her while Luffy is 1v1ing a stronger yonko. This is also evident by the fact that Luffy's crew has defeated stronger yonko commanders with higher bounties than the bmp.
I think the point of Big Mom's elbaf ties is to highlight her as ultimately a failure. Similar to how Moria is a failure compared to kaido, Big Mom is a failure compared to teach, who will ultimately succeed where big mom failed and conquer elbaf.
