I feel like Oda will probably address the Doffy matter before the Government is dealt with but possibly it's still far.

Doffy would do a better job than all of the calamities not just jack. Queen did more harm than good taking out his own men in the process and king probably the only one that actually did something but it wasn't much.

I’d say, keep it simple, Oda style.
Kaidou>Doffy (supposedly, Kaidou should qualify as the “Ace”)
Kaidou=BM
BM>Doffy
Doffy>King and Queen

Scabbards+Law, force Queen to retreat to Onigashima, so they can free Luffy.
Doffy spams fufufu when Kaidou fails to kill Orochi.
Remove Kid from the plot to make up Doffy’s lack of power compared to BM. Rooftop is Luffy Zoro Law vs Kaidou and Doffy. Then, have Doffy fight Law alone, he’s not retarded, so he doesn’t attack Page one, Nami fights Ulti with the support of Otama and her slaves (both are females, so it’s ok for Oda to bash their skulls), Brook helps Usopp defeat Page One. Doffy vs Law, make it go like Dresrosa without Doffy babysitting Trebol, then Law awakens, Doffy awakens too like he did vs Luffy, Doffy is still stronger, so Law ends up winning via environmental damage. Cut Kaidou crying he lost Doffy after their partnership has become official.

—Throughout most of the arc, Doflamingo is kept on Onigashima and does not participate much in the drama. He might have a scene or two negotiating weapons with Orochi.
—I do think Linlin still goes to Wano and I do think in this scenario, it would be Eustass Kidd fighting against her with possibly a little support from Law down the road.
—Doflamingo fights Law and maybe clashes with Luffy or Sanji at Onigashima.
—I think Doflamingo would remain roughly the same level he is now.
—I do not think Doflamingo would have CoC however, Doffy v. Law would be entirely devil fruit focused to show off each other's awakenings.
—I think Doflamingo would have a few more pages than King did, in his fight against Zoro. Overall he'd be a little more prevalent but I don't think Doflamingo would shape the plot too much.
—Tbh... I think Doffy would have a moment or two with Kaido but then mostly be forgotten about on the side like Kaido's supernova allies.
—I think Doflamingo would be defeated after the Calamities as a whole.
—Doflamingo would have the same fate as Jack the Drought & the Tobi Roppo IMO.

BigMom would still be there of course, Doflamingo is not a big enough deal to change that,
Law would defeat Doflamingo, then join kid and killer vs BigMom
Luffy and Zoro VS Kaido
Hawkins was a filler who could fight anyone of below characters
Scabbards could get some real role to play instead of getting wasted on Kaido, and then playing no important role except neko and inu
Jinbei could get proper fight,
Brook could get fight,
YAMATO could get a fight

Law probably would have fought him before going to the rooftop. Or he would have just been used as a hype tool to show how strong Luffy had gotten. Either way he wouldn't have made much of a impact outside of 1 character having a side fight for a few chapters.
