I thought about the same: If he would create an armor suit that can swim in the water while his real body does not touch the water he could be a Devil Fruit User and a swimmer.

It's a weird case because he'd become much more powerful and yet he still wouldn't be able to beat the people he can't beat now. He has a whole arsenal of long range attacks including fresh fire and a laser, so that redundancy wouldn't be worth his swimming.
