I never use the word "Yonko".

Likewise, I never use the word "Gorosei".

- It's Seven Warlords of the Sea.

More than a yonko he was a king who ruled for at least some tens of years over the strongest country in the world (military speaking) which is fiercely opposed to be part of the WG, so a menace to the WG. Loki father was a sort of mix between a yonko and Dragon in WG eyes but for sure a menace worthy of the same level of threat.

No Elbaf king was not a pirate it’s safe to say . The unusual bounty Loki received more to do with his actions against WG .

Perhaps Loki is at great to WG we still need to see why is there a special tag I am certain it has to do with Shanks .
