So if Naruto World were an island in One Piece World, it was isolated from the rest of the world by Kaguya's barrier but destroyed after Kaguya was sealed away.

Would the shinobi become independent or join the World Government? Would they perhaps work as mercenaries for the Yonkos or for the Revolutionary Army?

No doubt, Sasuke is defo built for the RA. He reminds me of Sabo a lot. We know he hates corrupt power structure, just like Sabo/Dragon. There is also the Uchiha's treatment by the leaf leaders which sort of mirrors the same shit the CDs does to everyone
