You undoubtedly need very strong CoA. But the most important thing I think is your mastery over it; e.g. creating the perfect flow through your blade. Like with a good conductor, less electricity creates more heat than more electricity with a bad conductor.
From what we've seen from Roger so far, he bases his attacks less on cutting than on Haki based blasts and barriers. He probably isn't so much into that cutting all things scheme.
I would find it very odd if out of all top tiers in the history, including two PK level monsters (Roger, Whitebeard) none could reach a CoA as strong as Mihawk. Plus, who says you need a CoA exactly as strong as Mihawk's but not one bit beneath; why would a CoA as strong as Roger's and Whitebeard's not be sufficient for that? It is already so strong that a pure barrier clash shakes the island, tilts the moby dick at the other side of the island and lets people fly through the air across the whole island. That has to be sufficient.
