Because Buggy is a grown ass man that chose to stay a pirate captain and actually caused his own current situation.

Also because we know Yonkous are cowards that don't openly challenge other Yonkou crews, mostly because they would take a big hit themselves. Add to that the possibility that Shanks may simply know he wouldn't win against Mihawk in the first place.

He's not obligated to save him but i think he cares about him and he wouldnt be happy if someone torture him.
