Rank means grade.

It does increase the grade, so Shusui was most likely a fodder tier skillful grade blade before it was turned into a black blade and Yoru a great grade.

It was mentioned that a sword turning black increases in grade, thus logically, Shusui at least was a skillful grade blade before that happened, maybe you can headcanon that Yoru was always a supreme grade and it had no higher rank to go up to, but idrc about that.

It is possible that Zoro will not get a Supreme blade, the reason is...

He will get something above Supreme, like Divine grade or something.

Hell grade for Enma and Heavenly grade for Wado. Sandai can be a regular supreme blade.

What I believe is that he will raise Enma and Wado to supreme after he forges them black, Sandai will be great, I also believe he will acquire Shodai and make that black too, unless Nusjuro makes it black within their inevitable duel. Then I can see Zoro returning a mastered Sandai Kitetsu to the shop owner in Logue Town, in the end he will be an owner of two supreme sibling blades both created by Kozaburo and one blade that will be considered beyond Supreme.
