Caesar didn't really melt steel with flames, he used basically a gas cannon to do it, and no shot are Sanji's flames the hottest, literally nothing supports that, Sanji has never done more than give someone light burns.

That is the problem cause since it's blue it should be the hottest one.

To be honest I'm just wondering why a guy named "SkySanji" is trying this hard to make Sanji look like an absolute bum for no reason. Like at least with people like MonsterZoro, he clowns both Zoro and Sanji and it's clear he's playing around. It's all a big gag with him and everyone who's been here for even just a little while knows that.
But I don't know why this dude is always trashing Sanji so much especially since his previous pfp and signature were mocking Zoro (I remember him having a pfp where Luffy called Zoro dumb in front of him for example), you'd think he's a hardcore Sanji wanker but apparently not.
