Jumbo serves his purpose
They need someone who can literally grab the ship and move it when it comes down to it, or to save everyone if the ship were to be destroyed. He gives them a huge advantage on the ocean which was their main weakness. He’s also a strong fighter and helps with diplomacy and with plans, consistent, strategic, and strong. In a real pirate crew not everyone would be best friends. Jimmy is there to work.

Because having a former Shichibukai as a Straw Hat is fucking awesome. Oda likely waited until Wano to make him a full-fledged member (without being left behind) because he wanted Zoro and Sanji to surpass him first, but he wasn't some random side character. He's been a major ally to Luffy since the end of the preskip and then the entire Straw Hats at the start of postskip.

Seriously though he can a chief of staff type character for the crew. I know he is the helmsman but the dude has this quiet wisdom. Plus he is old enough that Luffy and crew to listen to him. Zoro and Sanji struggle with giving directions and advise to Luffy. They are too carefree.
