I personally think Mihawk is the only character Oda has enhanced post Wano.

He basically ruined Shanks for me the moment he returned with "NEW ERAAAAA!!" recycling it from pre time skip.

Mihawk on the other hand got several layers added to his being as a character, like his past hunting marines, which opens up several possibilities like a potential grudge against Marines, a rough child hood. Chapter 1058 also showed him as an only character to have some nuances in his choices like why he chose to ignore Yonko title. There is already a lot of intrigue with him.
