I think I know the answer to this.

  • Lack of character development
  • Lack of emotion
  • More gags than plot development
  • Unfinished plotlines causing rushed future plotlines
  • Silhouettes
  • Core aspects of the story changed at the last minute
  • Lack of explanations in fights (No haki being shown or said to be used)
  • Trolling of readers by the author
  • The story going in a lackluster direction for jokes instead of good potential plotlines
  • Asspulls
  • No awakening said to be used by yonko
  • Inconsistent power scaling
  • Character appears
  • Random Lore
  • It's just 10/10
  • "Yes there was asspulls but you can't tell me this wasn't a 10/10 chapter"
  • Lol Buggy funny
  • Zorotards mad
  • Luffytards mad
  • Kidd tards mad
  • Law tards mad
  • W Admirals
  • Oda's inside of me
  • One Piece is the Bible
  • "EVERY CHAPTER 10/10 dumb ______tard"

If we are talking about one piece manga then i guess its plot and lore...or new characters introduction (for ex Kaido , Kizaru , Akainu , Green Bull)
About fight you cant satisfy everyone...buy when it comes to reveal some mystory i think fanvmbase get excited for example (Imu)

Usopp actually doing something cool.
But seriously I think if a chapter has:
good humor (meaning not lame sex jokes/reaction faces, but actually good shit)
great art (in all senses, just good quality, panneling, a nice spread and being visually interesting not just a generic cool pose)
shows good charachter moments (not just a panel or some development comming out of nowhere)
affirms the themes in a great way (not just saying "being a meany is bad lets be free!" but actually doing it in an excellent and novel, non cookie cutter way)
progresses the plot (I would say thats optional, but otherwise one can claim its just filler and shit)
isn't just cliffhanger bait, meaning it can stand on it's own in a certain way (this maybe the most controversial point, but just cheap baiting of "oh boy I'm so excited who this sillhoute at the end is or what this THAT will be revealed is just cheap marketing)
and stands the test of time (isn't something people overhype but forget, and isn't ruined by future events, reveals, retcons ect)
doesnt include any weirdo shit (no incest, pedophilia, "Okama" gender stuff, "japan da best" racism)
If all these conditions are fullfiled, I wouldn't make fun of somebody who would spam 10/10, because for a product, and thats what one piece is, thats good enough

There are a lot of things that can make a chapter 10.

Luffy beating pre timeskip villains chapters are usually a 10 or close to it.

Oden death was a 10 or close.

Strawhats reunited after timeskip was a 10 or close.

The point is the majority of One Piece fans are braindead and call every chapter 10/10

You cant blame OP fans for that..when Oda tease new character through shilloute and then after 100 chapter he introduce them in manga..its always hit or miss

At this stage of the OP manga it's probably a combination of those:

1) Major lore questions get answered in a groundbreaking way

2) Huge character development chapters

3) Epic and deserving finale to a storyline long built up

Unfortunately I haven't been able to rank a chapter a 10/10 since the "Inside the whale" chapter on Zou bc of that (closest one was the reveal of Imu, but this only opened up even more questions, too).
