Sanji literally does exactly that even while he was “biting his own spear” meanwhile this is what Sanji says after he stops holding himself back for Zeff:

“I’d rather live my dream and die”
 
This is just part of him living his dream. Unless you wanna count Luffy in Sabaody saying he’ll give up on being the pirate king if it’s not fun as non conqueror mentality.

Yes Luffy lost all his hopes because it's just not " fun " anymore.

Sanji haters really hit a new low. Still believing the same propaganda shit about you can't have king's haki without being the best over the others, forgetting about the famous examples as Whitebeard or Katakuri.

But, they know, somehow, that something is wrong. Their belief is crumbling years after years. Something is not right, why Oda is giving so much importance to Gyaban (the one who resemble Sanji, from Luffy's perspective). Why Sanji did have that strange conversation with Gyaban? Something is wrong, ZoLo sisters, something feels of.

This is it. The first stage was that Sanji will never get it. The second stage is that Sanji is not a ruler but still maybe he can have it.

And a multitude of characters without COC have also showed those same traits. There is no in story constant, at least not one that is expressed as a condition in canon. Which is why I don't agree with the premise of the question. I don't believe Sanji is getting COC for any reason other than that Oda wants him to, it's also growing to be somewhat of a necessity. Now, the unique manner in which he'll unlock it and develop it will most likely be tied somehow to women and POL. Like how Zoro's was connected to Enma, protecting his captain and preforming a top tier cutting feat. We've provided the justifications both in story and out, we've given examples that disprove the fan made criteria. There is nothing more to discuss, those who still believe he wont unlock it, never will.
How does the fact you can have great willpower without being a CoC user contradict the fact it's a constant among CoC users? You got the whole thing backwards. The point isn't that it makes you one, the point is that all CoC users have factually great willpower. You can't say it's not a constant if all of them have that trait, you'd need to find a CoC user who doesn't fit that pattern.

Sanji's refusal to hit women at any costs, to the point of being ready to die to defend that principle, is one of the ways through which his willpower expresses itself.
