In the manga it was seen that one of his crew saw a navy ship, and Shanks decided to attack it for some reason..

This got me thinking.. What if, The Gomu Gomu no mi speaked to him? Like some telepathic way? and the Gomu Gomu no mi, gave Shanks the direction to where to go? this is how they had to stay on Luffy’s village for a while which doesnt make sense and when the DF was eaten and the courage that Luffy showed Shanks knew that the DF chose its user and it was a destiny.

This could also be linked to the time when he coc Green bull on wano.. about why the marines afraid of change?

well the way who’s who was talking about it, it seems that their main objective was just to, you know bring the df to the gorosei. why would they even attack the red hair pirates cos at that moment shanks was already in a billion bounty. why would they attack him?

I think its sengoku who said Shanks wont attack anyone unless his been provoke,but this one is very different shanks was the one who attacked them?

One more fact is that Shank was already known to be very strong at these time and he had a billion bounty already there’s no way that the navy ship that whos’s who at doesnt know that its the red hair pirates because at that moment they already sailing a ship thats similar to the ship we saw when shanks went to marineford

This is why i think someone gave Shanks a order/ or someone ask him for help and there’s a chance that they didnt plunder the whole ship and just took the df with them and leave. Because shanks knew that it was the df who talked him
