It’s not canon, but the fact that it was in a movie oda had some artistic control over and added this complete throw away line strictly to hype crocodile before cross guild was introduced is rather promising for odas intention for the character

Recruitment honestly. They are the weakest yonko crew by far and there are plenty of lost pirates out there. Weevil can be recruited same with characters like mingo, Kidd, jozu, vista, etc. CG is less of a crew and more of a alliance so I don't see why other strong pirates can't join. It'd honestly be cool to see past pirates come back into the story under CG.
