Shanks has for sure a leverage to have such influence maybe he was told the whole history by Rayleigh and used it , like the existence Imu , the natural treasure of Mary Goise , etc .
Doffy used his knowledge to be a Schichibukai and more.
I bet even the highest of the marines doesn't know everything Shanks know, and he made a deal with them that enable him a diplomatic work , and that he doesn't actively go against the WG and try his his best to keep the world balance, and he is damn strong so they cannot get rid of him easily and if they try he will spread the knowledge in some way they cannot suppress everything.
they are forced to tolerate him and cooperate with him.
well his meeting doesn't seem to be the first one , anyway more or less he is working to keep the world safe till Luffy becomes Joyboy and strong enough he will take than his side.

Shanks either talked about Luffy or Blackbeard.
I'm leaning towards Blackbeard because I doubt Shanks would have anything to tell them about Luffy/Nika they didn't.
By that same token, I suppose, they Gorosei appears to be aware of the strange nature of Blackbeard's body.
I find it difficult to commit to one, but I am quite confident it's one of these two.

I'm still not convinced that was REALLY Shanks that was talking to the gorosei; instead of being either a Clone that's a member of the Holy Knights of Marejois; OR An Evil Twin Brother that's a member of the Holy Knights of Marejois!!
I Mean COME ON; We didn't even get to see the other side of "Shanks"'s Face; and there was a Distinct lack of his Iconic Scar;
and Since This was the case in BOTH the Manga & the anime; It was intentionally made to be that way; It was by NO means a mistake; It was on Purpose; to plant the idea that this ISN'T Shanks at all, More than a Decade before we'd ever hear the FIRST Mention of The Holy Knights of Marejois!!
