Luffy is rubber so blunt attacks even with haki do reduced damage, Lightning does nothing, and this is One Piece so people can facetank Fire. The only thing that will do damage regardless is slashing which applies to everyone

If Mihawk got slashed by Shanks he would go down. Is he “weak to slashes”?
