Yeah, his character references all sorts of deities and lightning deities in specific. Most of them are through one-off attack names and don't have any other tie in to Birka from what we currently know (though the Buddha reference is pretty important to his character, and likely Birka itself, all things considered lol I don't wanna downplay that at all). I think there's a special significance to the attack that defines his presence, similar to how there's a special significance to his 'final form' referencing Raijin- these details are generally more character defining than one-off attack names or characteristics imo.
But regardless I just think it fits with the real life inspiration for the name of 'Birka', and there being a 'Summit of High West' referenced in Skypiea which can really only mean the world tree (unless people think Gan Fall is referring to the red line or something there? which is very unlikely lol). Birka seems extremely religious too, Urouge and his crew + Enel and his Priests both give off that impression at least. So a connection here- between the 'heaven realm' of a Viking society with a bunch of island clouds, and a religious Sky Island society named after a Viking trading post which produced a guy that uses 'El Thor' to act as God- just seems natural.
