Roger was comparable power wise to Primebeard before being Pirate King so a good bit above Kaido.
Roger had significantly more impactful crew than Kaido as even Rayleigh is seen as a legend and Oden was feared as well.

Kaido wouldn’t get a comparable bounty because nothing about Kaido is comparable to pre PK roger.

Roger had monsters in his crew and am sure that accounts for something. Now if kaido after he found the one piece went at the wg like he planned to with big mom, def higher.

How much do you think Roger's reward was before he found One Piece?
Kaidou would easily pass Roger's Bounty, kaidou is a bigger threat to not just the government but the world while Roger didn't seem aggressive at all and rather passive.
Since I can't see Roger making use of ancient weapons to bring chaos and war to humanity, as Kaidou pointed out when he stated that he wanted to bring chaos to humanity, and that was before he got One Piece, it soon becomes clear that when if it comes to facing the whole world, kaidou would make up the difference in numbers with the greatest power in this world the ancient weapons as he himself pointed out.
But answer me there, subtract what One Piece added Roger's reward for having discovered all the history of the lost century exactly as Rayleigh told the SHS in Sabaody and tell me how much Roger's reward was... LOL
I'll answer for you, Roger's bounty was in the range of 4 billion the bounty of current emperors and only surpassing it because of obtaining the One Piece, Rayleigh's bounty is also inflated and the most curious thing is that it may not even be above the current emperors even though it is inflated by the One Piece.
And even so, if we take the period in which Big Mom allied herself with Kaidou and thus made official the emergence of the most dangerous pirate alliance in the world, let's see the most dangerous in the world with the acquisition of ancient weapons and the alliance of 2 Yonko teams, Rayleigh is now irrelevant, and as Brannew said when revealing Kaidou and Big Mom's bounties if their alliance bears fruit they Kaidou and Big Mom's combined bounty will easily surpass Roger and Whitebeard's bounty.
