Yeah but no Tobi Roppo is lasting more than a minute in the ring against Kaido while Yamato legitimately held her own for a period of time
She is easily the weakest ACoC user, but still clear of commander level
After commander level, what more is there besides the strongest? The only people stronger than Yamato are Yonkos, Admirals, Mihawk, Luffy, Zoro and a few other stand-alones and old aged legends honestly

I think designing Shanks' crew as very normal people, with very normal weapons, and yet still equally strong or even stronger than other Yonkou crews that are filled with monsters of different races, devil fruit powers, and artificially modified bodies, like Kaidou's, Black Beard's, and Big Mom's crews, just makes Shanks' crew more impressive.
Can you do me the favour of writing in which chapter Kaidou said that? I can read in Japanese too, and I would like to see it for myself.
And yes, what you said about Yamato being chased by the Tobi Roppou is true; Kaidou assigned the Tobi Roppou to take care of her, which wouldn't make sense if she were stronger than all of them, so she's certainly Tobi Roppou level; Stronger than Ulti, but not so much, and probably weaker than at least Who's Who.
