The Admirals can stop any one Yonko + crew, but all Yonkos together can only be countered by the Gorosei?
Would that explain the "balance of powers" better?

Wut? If your first assertion is true, then the admirals are dumber than dirt for not taking down the yonkos. You can't have it both ways. So are the admirals more powerful than yonkos and crew but dumber than Weevil's bowel movement from a week ago or are they less powerful than yonkos and crew and have a brain in their head to not incur inhumane losses and lose face. Obviously, Shanks has shown, twice, that the second scenario is the accurate one.

If kaido or bm comes back they are only going to used as hype tools. If they come back it'll just be to show the progress of the characters. Imo I think both should be gone from the story forever. Kaido got his wish and died in battle while bm doesn't need to be a major antagonist for 3 times. If kaido comes back he's a permanent threat to wano and oda would need a character strong enough to put him down. BM would still have a yonko level crew if she comes back and they would need a force to deal with it. She is still a massive threat and unless the bmp are used as hype tools for the sh's to show they are above a yonko crew then it doesn't make sense for her to be alive.

Simple. The yonko’s are pirates, i.e., criminals on the seas. The admirals and marines’ purpose is “justice”, i.e., to stop/capture criminals. But, the yonkos run free and do what they want.
