In the film red promotional episode it's implied that Koby has some secret tie with Shanks. So he's definitely his kid, brother or clone. You add in Utas hair being red + white = pink and Koby being somewhat important in the movie I can see him being a celestial dragon.

Even in the manga Teach confirms their secret bond.
