I guess some characters just don't care about money, one was Whitebeard.:josad:
I bet even Zoro as bounty hunter didn't matter that much about the money rather proving himself his worth and improve his skill

It would def add more to the world building and I would prefer it. Some Isekai/fantasy are handeling this very well.

But I guess imma take it as what it is. Half MC Guffin half world building.

Bounty is for the sake of hype and scaling of course. Also to tie plot together as a reason to start fights that lead into the next plotlines. see random pirates saying "Omg that is strawhat Luffy with a 400 million bounty let's catch him!!". Money is part of the world and how people go shopping to buy food so would be dumb if it didn't exist even in a fantasy world. How would the party in water seven even make sense without the money? Where are they getting all the food from all the time when they are undercover in alabasta etc? Money of course.

Bounty Hunters should've been a bigger part of the story, imo. I've advocated that Mihawk could've been one to help establish them as a real thing in the series. Bounties, as they are, serve their role as hype tools for antagonists and a post arc reward for the Straw Hats, but their implementation would feel more natural and add to the world building if they served an extra layer of purpose.

Villains have bounty > Straw Hats get new bounties because said Villains > Straw Hats get chased by new Villains

Although, you could argue the Marines sort of alleviate this issue because, while their priority isn't the bounty attached to the pirate, the larger amount means they become a higher priority for the military, more often than not.
