Originally One Piece seemed like a adventure comic going from one place to another fighting other pirates or getting involved with shenanigans in certain islands. Then at some point story takes a dark turn involving World Government corruption and Celestial Dragon atrocities. At what point do you think One Piece started to become political thriller? To me it feels like Water 7 is when that started.

In Shells Town and Arlong Park there were 2 different high ranking marines that overlooked numerous crimes against humanity (or participated in them themselves)
It’s all but confirmed from the beginning that the “good” faction isn’t all that good
We don’t actually know much about the World Government itself though until Water 7. Iirc that’s when we meet the Gorosei for the first time
