The entire crew is going to receive power ups in Elbaph so it's the perfect time. I imagine that at the end of the arc a lot of lore will be revealed, plus discovering the location of the last road poneglyph, if she's going to join it has to be in that final adventure before Laugh Tale.

Why should Yamato get a free pass to Raftel and being labeled a member of the Pirate Kings crew when she's contributed nothing to their journey?

She can sail with them in the Epilogue along with Shirahoshi and a few others who asked for Luffy to take them.
