I think most of the perspectives people have about the story are entirely emotionally driven and therefore biased.
There has never been a case of any admiral looking better than any emperor. In each case, an emotionally driven argument about some "what if' scenario takes place. For example, what if Akainu fought Prime Whitebeard? What if Kizaru "tried his hardest", and so on.
