I do not think he plays the role, what instances did he play the role specifically?
I remember Sanji leading the Zou crew, but i wouldn't say that sanji is the VC.
Did zoro ever take charge in Luffy absence in a manner that really puts him above the rest of the crew?

Gaban never specified any role when he told Zoro to get better at CoC… He just said “you have to support your captain”… which is what every other strawhat already does… Gaban singled out Zoro because Zoro is the CoC user
Because a thing is true about Rayleigh doesn’t mean it’s true about Zoro… we can go down a list of the very many differences between these characters
see, we can agree that the closest thing to a vice captain is Zoro but it’s also intentionally that that’s all it is… Zoro is “close to being the vice captain”… but Oda is intentionally not allowing it to happen
until something more concrete happens, the expectation will remain that Oda will not change this dynamic ever

You can see Oda is very consistent in how he writes Zoro and the swordsman code.
