I do not think he plays the role, what instances did he play the role specifically?
I remember Sanji leading the Zou crew, but i wouldn't say that sanji is the VC.
Did zoro ever take charge in Luffy absence in a manner that really puts him above the rest of the crew?

Ussop or Nami are more fitted for that charge, Zoro isn't fitted either to be a captain, but I can see him doing bounty hunter solo style like Mihawk, but due to his poor orientation... He would have pretty hard time

Gaban never specified any role when he told Zoro to get better at CoC… He just said “you have to support your captain”… which is what every other strawhat already does… Gaban singled out Zoro because Zoro is the CoC user
Because a thing is true about Rayleigh doesn’t mean it’s true about Zoro… we can go down a list of the very many differences between these characters
see, we can agree that the closest thing to a vice captain is Zoro but it’s also intentionally that that’s all it is… Zoro is “close to being the vice captain”… but Oda is intentionally not allowing it to happen
until something more concrete happens, the expectation will remain that Oda will not change this dynamic ever

Again like i said before
oda is waiting for the moment to introduce zoro as the VC
he already makes zoro play the role and made the one piece world sees zoro as the VC
the same with zoro coc vivre card
we already saw zoro use coc and acoc but wasnt listed as coc user anywhere such vivre card, birthday cards and other shit
why didnt they mentioned zoro coc ? Simple they're waiting for the moment
Elbaph is the most likely arc in which Zoro receives his warrior-titled chapter. After all, it's the Warland Kingdom, home to legendary warriors. I think his chapter title will be "Warrior of Soul." In Monsters, Ryuma was said to possess the greatest warrior soul (or heart) of his era, and the concept was mentioned multiple times, including on the final page. It's tied to his code of Bushido. This title would also thematically fit Zoro's demon-hell-themed abilities. Both Luffy and Sanji had warrior-titled chapters in Wano that reflected their latent awakenings. The same should apply for Zoro, so I'm thinking it'll be an awakening of Black Blade(s).
You can see Oda is very consistent in how he writes Zoro and the swordsman code.
