Beginning of Final War would be my guess. Luffy vs leader of the Navy before he moves on to the leader of the World Government seems very fitting so I'm still all for Luffy vs Akainu. Sabo vs him wouldn't be as impressive given all Luffy suffered through at Marineford. Luffy can just get multiple fights anyhow. It's possible Sabo will face him, I just think Oda has no problem having Luffy get all the important fights if the occassion calls for it.

the marines, as an antagonist, are functionally useless in the finale as they are basically overshadowed by Imu
Imu can puppet every Gorosei like we saw with Saturn and Gunko.
That means in addition to Imu vs Luffy, Imu could simultaneously battle 5 or more other characters via the Gorosei. Akainu would be completely unnecessary here.
I think Akainu should form a simple deep sea contract with Imu making him an immortal admiral. He’d probably be stronger than domi reversi Loki or Kaido, making him a reasonable next villain.
