He used against King because King is by far the most durable character in One Piece so people expected him to spam KOH afterwards, I don't even see why he would need it against Shiryu considering his hide and sneak fighting style. He will use it against Venus and Fujitora

Zoro has no modes. Everything he does is base Zoro.
Why would he spam any kind of category of moves? He never did so in the past.
