It's hard because there are amazing panels and not even full double pages. But what is very interesting with this one, excluding the incredible art, is the setup. This panel is the big payoff of the entire flashback, it's where all storylines converged and where the story shift. You know it's a strong panel because you can feel its impact even before seeing it in the previous pages, where the rhythm accelerates.

It's very well drawn for current Oda's standards, and it's nice to see people like Whitebeard get a named move for once, but it's not a very significant or impactful panel. They did no real damage to Imu and it doesn't really evoke any big emotions from you.
