Don't think it's luffy. I doubt Bepo has any vivre cards of the SHs. But he could possibly have vivre cards from Zou.
If not that, then he's just acting on the moment and getting Law out of there for now. So any island will do. And they decide their plan of action after they've regained some hp and energy. Probably going back for his crew and what's left of his ship first.
